The Government of Pakistan and Alibaba Group have signed multiple strategic Memoranda of Understanding (MoUs) covering artificial intelligence (AI), cloud computing, healthcare technology, digital commerce, SME development, and financial inclusion, marking a major step in Pakistan’s digital transformation agenda.
The agreements were signed at Alibaba Group headquarters in Hangzhou in the presence of Shehbaz Sharif and Joe Tsai.
Pakistan and Alibaba Expand AI and Cloud Collaboration
Pakistani organizations participating in the agreements include:
- Ignite National Technology Fund
- SMEDA
- Sky47
Alibaba entities involved include:
- Alibaba Cloud
- DAMO Academy
- Alibaba.com
- Koko Tech
Under the partnership, Ignite National Technology Fund and Alibaba Cloud will work on localized AI and cloud solutions for Pakistan, including AI models designed for Urdu and regional languages.
AI Training Programs for 500,000 Pakistanis
Officials said the collaboration includes nationwide AI and cloud computing skill programs targeting around 500,000 individuals, including:
- Students
- Developers
- Government employees
- Tech professionals
The initiative will include certifications, technical training, and AI-focused hackathons designed to support innovation in areas such as:
- Smart agriculture
- Financial inclusion
- Urdu language technologies
AI-Powered Healthcare Expansion Planned
DAMO Academy and Sky47 also announced plans to introduce AI-powered healthcare screening technologies in Pakistan.
The system reportedly uses advanced CT scan analysis tools capable of detecting diseases and cancers at earlier stages using AI-assisted diagnostics.
Initial deployments are expected in:
- Islamabad
- Lahore
- Karachi
SMEs to Gain Access to Global Markets
Through cooperation between Alibaba.com and SMEDA, Pakistani SMEs will receive AI-powered digital trade training aimed at helping local businesses expand exports and access international markets.
Officials stated that at least 2,000 Pakistani SMEs are expected to be onboarded onto a dedicated “Pakistan Pavilion” on Alibaba’s global marketplace platform.
The initiative aims to support:
- Export growth
- Cross-border e-commerce
- Digital trade
- International business access
Pakistan Expands Digital Financial Inclusion
Koko Tech, backed by Daraz Group, has also partnered with Ignite National Technology Fund to expand Buy Now, Pay Later (BNPL) services in Pakistan.
The company plans to invest approximately $3 million to scale digital financial services and create employment opportunities in Pakistan’s growing fintech sector.
Govt Calls Partnership Important for Pakistan’s Digital Future
Speaking at the event, Shehbaz Sharif said the partnership could help accelerate:
- Digital inclusion
- Youth empowerment
- Agricultural modernization
- Financial digitization
- Technology-driven economic growth
Analysts believe the agreements reflect Pakistan’s increasing focus on AI, digital infrastructure, and technology partnerships as part of broader efforts to strengthen the country’s digital economy and innovation ecosystem.
