Russian Pharma Company Invests $80 Million to Set Up Insulin Plant in Pakistan

Pakistan is taking a major step toward producing its own insulin locally, backed by an $80 million investment from a Russian pharmaceutical company working alongside a Pakistani partner.

The main goal of this project is to reduce Pakistan’s heavy dependence on imported insulin and make this life-saving medicine more available and affordable for diabetes patients across the country.

The project will be completed in two stages. In the first stage, a special facility will be set up to process and package imported insulin material locally, following strict medical and quality standards. In the second stage, the project will grow into full local production by setting up a unit that manufactures insulin from raw materials — meaning Pakistan will no longer need to import the base ingredients either.

The Drug Regulatory Authority of Pakistan (DRAP) has officially approved the project under strict conditions. Authorities have made it clear that the project must follow international pharmaceutical standards, undergo continuous monitoring, and ensure that local Pakistani staff are properly trained and skilled throughout the process.

Officials believe this initiative will strengthen Pakistan’s pharmaceutical industry and improve its overall healthcare system. By producing insulin locally, the country is expected to cut down import costs, ensure a stable supply of the medicine, and make it easier for diabetes patients in both cities and rural areas to access treatment.

The project is expected to be fully completed by 2031 and is seen as a long-term strategy to transform Pakistan’s healthcare sector — reducing dependence on foreign medicines and building stronger local manufacturing capabilities for critical drugs.
