The Sindh government has issued a strict code of conduct for the collection of animal hides during Eidul Adha 2026, putting in place clear rules to ensure the process remains organized, legal and free from misuse.
According to the official notification, collecting animal hides without prior permission from the commissioner or deputy commissioner has been completely banned across the province. Only registered charities, religious seminaries and approved welfare organizations will be allowed to collect hides. Banned organizations will not be permitted to take part in any hide collection activities under any circumstances.
The order also prohibits the setting up of roadside camps and the display of banners, flags or any promotional material for hide collection campaigns. The use of loudspeakers and public announcements on vehicles and buildings has also been banned to prevent any unauthorized solicitation.
Authorities have made it clear that strict action will be taken against anyone found forcibly collecting hides. Those who violate the rules will face legal proceedings under Section 188 of the Pakistan Penal Code.
As part of Eidul Adha 2026 security measures, the Sindh government has also announced that arms licences across Karachi will remain suspended from 10 to 12 Zilhajj. District administrations and law enforcement agencies have been tasked with monitoring and inspecting all hide collection activities throughout the province.
For collective animal sacrifices, the government has made it mandatory to obtain an official permit in advance. Permit holders have been instructed to carry their authorization documents with them throughout the specified period.
Officials confirmed that any hides collected in violation of the regulations will be confiscated and handed over to authorized organizations. District authorities have been given powers to inspect hide collection points, while police officers have been directed to register immediate cases against anyone found breaking the code of conduct.
The government has further ordered strict implementation of the National Counter Terrorism Authority standard operating procedures during Eidul Adha 2026. Security arrangements and surveillance linked to hide collection activities will be significantly intensified, and organizations found using fake names to run hide collection campaigns will also face legal action.
