Punjab Government Announces Rs 1.72 Trillion Honhaar Scholarship Program in New Budget

The Punjab government has proposed a landmark Honhaar Scholarship Program worth Rs 1.72 trillion — one of the most ambitious education initiatives in the province’s history — aimed at helping talented but financially disadvantaged students access higher education across Punjab.

For the financial year 2026-27, the government has allocated Rs 33.25 billion to kick off this major initiative, with the full program expected to unfold over the coming years.

What Is the Honhaar Scholarship Program?

The Honhaar Scholarship is a merit-cum-need-based scheme designed to provide financial support to thousands of deserving students, enabling them to pursue higher education at both public and private universities and colleges across Punjab. The program covers 68 different academic disciplines — ensuring a wide range of students from various fields of study can benefit.

Officials say the initiative is designed to promote equal opportunities, remove financial barriers and build stronger human capital for Punjab’s future by ensuring that bright young minds are not held back by their economic circumstances.

Who Will Benefit?

Students from major districts including Lahore, Rawalpindi, Faisalabad, Multan, Okara and Sahiwal are expected to be among the primary beneficiaries of the scheme. The program specifically targets students who have the academic ability to succeed but lack the financial resources to pursue a university education.

Government’s Commitment

Chief Minister Maryam Nawaz Sharif has been a strong supporter of the scheme, which has been formally included in the provincial budget documents as a key welfare project. The government firmly believes that investing in youth education today is the most effective way to raise overall educational standards and drive long-term development across Punjab.

If approved and successfully implemented, the Honhaar Scholarship Program has the potential to transform the lives of thousands of students and help Punjab develop the skilled, educated workforce it needs for the decades ahead.
